Solid Waste Management Planning

Avalex provided solid waste management planning services for the County of Sierra located in rural northeastern California.  Working together with the County Department of Public Works, assessments were made of the County’s waste stream and collection system to determine cost effective solutions for material recycling and waste disposal.  As a rural county, significant challenges were presented with respect to limited waste quantities, large distances between collection and disposal points, and waste storage environments.  In addition, a stable revenue source was required to manage the County’s waste disposal activities which was characterized by large variations in waste disposal quantities.  The system ultimately recommended relied in large part on source separation of recyclable materials by County residents at community drop off stations located across the County together with a range of business recycling programs.  Disposal of the community’s waste stream was accommodated within a County operated landfill for which closure plans were prepared.
